 I am getting this error message when trying to insert or update data

 I can read the data and bind it to a data grid fine .  Everywhere I
 have looked online points at this being a security issue but everyone
 is working with Access DB's.  I even searched the forums here to get
 information and no such luck.  Since I am the admin of the server
 (2003) I have given everything that connects to it modify rights
 (NETWORK SERVICES, INTERNET GUEST ACCOUNT, etc, etc) you name it I
 gave them rights (folder and file) and even added a few accounts that
 weren't there to see if that would help.  Nothing I do will allow me
 to insert or update data in the Excel worksheet I keep getting that
 error.  I can post code if needed.  I am at wits end here and if
 anyone has any insight or needs more information let me know.  Thank
