Not sure about the licensing, but Dundas charting component works well & is extremely flexible. I wrote a pie/bar charting class that does client side image maps... it's not as fancy as Dundas chartfx but it does the job for simple tasks & doesnt leave image files on your server. If you are interested I'll package the source up & put it on one of my servers/email it to you.
