You are right this is no revolution-speak. As far as I know he was not a retired judge but an IAS officer who was made a Chief Election Commissioner of Indiar, a job carrying the status of a High Court judge. But he made his mark as an outstanding Election Commissioner.
 
You're also right that there had not been an outstanding all India statesman till today from among the Khasis that we know of. But you never know because Meghalaya, in this case the Garo Hills, produced an outstanding national leader, Purna Sangma.
