NE tribals have fared very well in the quota system than their counterparts of Jharkhand, Bihar, Chhatisgarh etc.
Teh high rate of attrocities in cow belt is because of the landless status of the dalits. In south the case is different.
I think we should not use terms such as upper/lower caste. Privileged/ Underprivileged will be better suited.
