While this is probably true, the question then comes up - how did the Bengalis venture into these areas in the begining? Obviously, they must have learned the trade someplace. It couldn't have been providence.
A solution for Assam to be able to supply the necessary labor in such areas may be an emphasis on job-skills training in these areas. This is where the Govt. can step in by not only providing the training, but also to be able to either help promote small/cottage industries in watch repairs or locksmithy.
