This is interesting. Has anybody heard of this North East Industrial Policy which apparently was formed in 1997?. This lack of information and communication and monitoring with such govt project is the main bottleneck for which people have to recreate the wheel. I think this is where our democracy id failing in 'by the people' link. At one time, I posted a realistic report on NE Development. At that time, nobody pointed out that we really have a agenda like NEIP from the govt. This is where we can get into and help and control the situation. Those who knows they think everybody knows while the general mass is ignorant. The media never felt it has a duty other than reporting what the Govt is saying. Any comments? As the term of the ongoing industrial policy expires on March 31, the GoM has been asked to submit its report before that so that the new policy can be implemented from April 1, said Union Finance Minister, P Chidambaram briefing newsmen after the CCEA meeting. Organisations representing the industries, investors as well as the State Governments of the North Eastern Region (NER) have been demanding a new policy with added incentives for the region, Due to locational disadvantage and weak infrastructure, industrial development has not picked up to the desired level, Chief Minister, Tarun Gogoi had recently told the Planning Commission. The North East Industrial Policy announced in 1997 has failed to contribute to for development due to its extension to other States like Uttaranchal, Himachal Pradesh and Jammu and Kashmir, said Gogoi. The Chief Minister had suggested that the NEIP has to be reviewed. The modified Industrial Policy should be allowed to continue for period of at least 10 years. 'Unless a serious attention is given, the dream of removing regional imbalance in development which is a focus area in the strategy for development planning will not be fulfilled, Gogoi had said. Meanwhile, Union Cabinet has today cleared setting up of Rajiv Gandhi Indian Institute of Management in Shillong. The Government of India would incur a cost of Rs 120.67 crore towards non-recurring over a period of five years and Rs 45.08 crore for recurring expenditure over a period of six years. The Cabinet also approved the Meghalaya Government's proposal to provide the land for the Institute free of cost, besides creation of a posts of Director and Chief Administrative Officer along with support staff. Meghalaya Government has offered 120 acres of land free of cost for the IIM. Announcing the decision, Union Information and Broadcasting Minister, Priyaranjan Dasmunshi who is also the cabinet spokesman, said the professional managers trained by the new institute would promote economic and industrial development of the NFR as well as the country. The IIM is to have an annual intake of 60 students in the first year, which is prepared to go up to 120 in the third and 180 in the sixth year. Since this would be a national level institute, there would not be any reservation exlusively for students of the North-East in the post-graduate programme for which admission shall be through Common Admission Test (CAT), the Minister said. However, the Institute would conduct short-term courses on subjects of local relevance like tourism, horticulture, hydel power.
