Just want readers to focus on this a bit. It seems to be precursor of things
to come.
Is BB preparing the groundwork? One fine day, when peaceful Assamese are
protesting against the ULFA, the brave ULFA cadres will shoot to kill.
The protests of course will stop immediately, and the ULFA can declare
success (and even support from the locals). They can then tell the world, we
told you so, the Indian Army does it all the time etc.

IN a move that may have a significant impact on Naga society, the NSCN(IM)
has issued what it calls a six-point "azhas" which empowers its cadres to
shoot at sight to contain riots/arson, not unlike the one that took place at
Dimapur recently. The NSCN(IM)'s joint council is said to have taken the
decision keeping in mind the "current" situation. According to the new
directive, "a mass agitation against the military (Naga Army — its armed
wing) would be treated as instigating and encouraging its adversaries. In
such a situation the commander on duty has been empowered to exercise
maximum force, even to the extent of causing grievous injury/death of the
agitators to bring them under control. Such mob uprising shall be considered
as human shields motivated and employed by the 'enemy' and hence use of
force is justified", the council opined.
Again, in a bid to curve the activities of its cadres the council has
resolved to suspend and recall to headquaters for invesigations and trial
any 'NSCN member" disturbing social orders and law and order, causing loss
of lives, injuries or damage to property.
The rival NSCN(Khaplang) has, however, criticised the "azhas" and called
it a "diabolic conspiracy to curb the freedom of liberty- loving Nagas".
