Ok .. whenever the military comes in, the brave ULFA boys go back to their dens and let organizations like MASS, local Assamese dailies, "intellectuals" take over to get the Army out of Assam. They see human rights abuse only when army kills but not the other way.

Allow me to help out with a little English language reading and comprehension with CONTEXT in mind: Just because Baruah made the comment that "===it is hard to argue that negotiations hold the magic answer at this stage." does not mean that it too shall not work and that there is no solution except to accept the prevailing conditions or letting it get worse. The of the matter is that NEGOTIATIONS is the ONLY path that holds the promise of a solution, but not like a magic bullet: You go sit down, and voila--there is peace. Such simpleminded expectation is what Baruah commenting on.
