It will be like asking for advice from Mexico, Belize, Costa Rica, El Salvador, 
Honduras, Guatemala, Panama and Nicaragua to create a policy for any incidents 
happening in Texas or Oklahoma, for example, about the Waco incident in 1993, 
Oklahoma city bombing in 1995, etc.
