But there is MORE to it:

*** Economic controls alone  by those from a 
different ethnic background, by and of itself, 
would NOT create the kind of resentments they do, 
had it not been exacerbated by 
cultural/linguistic hegemony and segregation that 
economic controls bring, give succor to , 
perpetuate and in time spread as well.

Had there been visible examples of  cultural 
assimilation, at least over a few generations, 
then  there would not be this kind of a backlash. 
The US is an extremely good example of that.
