If it is really a free market, the demand should improve the civil engineer 
salaries and get things rolling again. Why hasn't construction in the private 
sector sensed this? I can understand when engineers employed by the govt. are 
paid fixed salary lower than software engineers and PWD roads and bridges do 
not attract capable engineers. But now a days CPWD contracts out all road, 
bridge and airport design and construction to the private sector.
So, is the root cause here non functioning yet perceived free market?
