4 Eastern districts of Nagaland want to be a separate "Frontier" state. It is alleged that despite its fair share among political bigwigs, these districts do not have equitable share in the bureaucracy and the establishment. Therefore, this problem of 'uneven' distribution of the 'loot' appears to be systemic in India.
