Managing = "harsh words + ask to do whatever you like"
is still the idea of  many administrators, they probably think it is
difficult to manage local guys is such a way. This is a practical situation
seen in many organisations. The director so far I know is a son of the soil,
but it is a matter of regret that all son of soils out there in IIT guwahati
fail to get the scent of it.
