before CM gets his kicks in let me add my two paisa:

is deer a protected animal all over assam ? I think atleast
in reserved forests it is considered off-limits. Yet I am sure
the vast majority of us have enjoyed venison in small amts
often sent by uncles posted in remote 'project sites' . the local
'tribals' who inhabit these areas certainly arent shy of
nabbing a good meal. the bodo insurgents who made life impossible
in Manas forest wantonly killed all manner of animals using
automatic guns - I have seen photo of three such rebels holding
aloft dead pangolin and such. and I am sure the armymen posted in
remote places will grab a banned meal on the sly.

the case seems like mistaken identity - the deer didnt have a
hand woven ABSU shawl wrapped around its shoulder...party thought
wild deer strayed into village lets grab it.

I would classify it as similar to axomiya young hostelers stealing
goats, fish and chickens for bihu feast - and not yet another
deep rooted conspiracy *sigh*
