i think it will be harder for the legislature to enforce another
similar law now, and the election commission can come up with better
regulations. iirc, the legislation was passed by a rare uninamity
among politicians of all hues. so in a way this posits the legislature
against the judiciary. it might take an interesting turn or two, since
a few big elections are coming up.
