In the case of B'Deshi infiltration, India cannot forge a common agenda to fight it because of the poisoned Hindu/Muslim relationship elsewhere in India---among the rule makers at Delhi and their constituents. IMDT was not an accident. It is a direct result of Indian Hindu/Muslim conflicts, and its fallout, in an environment where the 'rule of law' cannot be counted on by the minorities to safeguard their interests. India is way too fractured to ever be able to forge any common agenda for the good of the entire imagination dubbed India.
