This is a formal complaint and request to you as the webmaster of Assam Net. As you might be familiar, Rabin Deka levelled certain unfounded, completely false and libelous charges against me in Assam Net on March 30th and April 3rd. of this year. For your reference I am excerpting them below: ******************************************************************************* March 30,2004: "--a bit different inquiry Bikram, ... :) wondering if you have a way to figure out how much foreign currency doo-doo converted to INR during his recent Guwahati trip? keep hearing people commenting he did so through an ULFA aggent and got good deal, could be rumer too, ... :)" April 03,2004: "how doo-doo is doing then? [according to a source, doo-doo got a good deal in purchasing INR from a ULFA agent, sounds like doo-doo do you still carries a cat or pussy in your pocket? ... good topic for high school paper ... ] ..." ******************************************************************************* It is a well-known fact among the members of this e-mail list that the person Rabin Deka refers to as 'doo-doo' is myself. Rabin Deka's insinuation of March 30 and assertion of April 03 that I have engaged in : A: Illegal currency transactions in converting US dollars to Indian Rupees and B: Engaged in such illegal currency transactions with "an ULFA aggent". when I visited Assam this past January, are very serious accusations that have not only injured my reputation , but also left me vulnerable to possible action by the Indian government, when I visit India next time. I am outraged by Rabin Deka's libelous accusations and I wrote to him with copy to Assam Net on Apil 04th "---I demand that you retract this slander and publicly apologize within 48 hours, failing which I will initiate legal action. It is not an idle threat, but a promise." Rabin Deka never responded to my demand. Not only did he not apologize, he did not substantiate his charges and did not retract them, leaving an impression among the Assam net members that maybe his accusations are valid and thus hurting myreputation and leaving me vulnerable to possible action by Indian authorities. I am now pursuing legal options. Rabin Deka must be held responsible for crossing the boundaries of acceptable behavior. There must be consequence for making false and libelous charges against individuals. I am certain the University of Colorado which has graciously allowed us the use of its servers for hosting Assam Net all these years would not condone this kind of behavior. I hereby request you to expel Rabin Deka from Assam Net at the very least to prevent further misuse of this forum leading to our losing the privilege of using the free facilities of UCCS.
