Going along these lines, is there enough debate or research on the pathetic non-performance of local governments - and please, if the performance of local governments were to be controlled by Delhi, they would have UP and Bihar as shining stars - to point out how have the funds been used or not used.
The typical response found here is that the center controls states and how they perform.
