I condemn the killings of civilians by governments as well as
non-governmental groups.

I think the reason for the violence is that discussion of autonomy and
independence is banned or met with severe violence by governments. If
people could  freely discuss issues regarding independence and autonomy,
organize politically to demand independence and autonomy, see a
non-violent process by which independence and autonomy can be potentially
achieved, a lot of the violence will go away. Such is the case in Canada
where the issue of Quebec independence has created a political movement
within a free society.

The bigger question is how is the world going to address the question of
independence demanded by peoples in many parts of the world. There is no
mechanism. Once a geographical area has become a country (for example,
India became a country after several hundred years of colonialism and
after the British left), the country thinks its borders are god-given and
cannot be redrawn at any cost, be it the lives of hundreds of thousands of
people. A newly-created country like India starts behaving like its old
colonial power denying freedom. At the same time, older countries such as
Russia keep on denying freedom as well.

The spread of freedom is the best antidote to violence. The world's
structure now is very good at denying freedom to many. This behooves
everyone to think how the world structure can be changed so that the
peoples demanding freedom can get free and fair hearings, and free and
fair decisions so that the need for violence goes away. This is the bigger
question, the root cause of violence.

I agree violence aimed at civilians must be stopped, but if the powers of
the world just want to treat the symptoms and not address the root causes,
it is not a long term solution.
