Well, you are partly right, I guess. In the final
analyses, though, banks in India seem to be deathly
afraid to to take lending risks. As they (I suppose)
do not yet have a credit framework setup, it becomes
difficult for them to lend. If they make a mistake,
then they have to answer to a number of agencies.

But you are correct, attitude goes a long way, and
that is seriously lacking. 

BTW: the pictures were really impressive.
