I have no magic bullet either, but if you look at Kerala which gets the bulk of its money from expatriates or at El Salvador whose 40% population is working in USA, I think going out an working will help.
Even the Rajasthanis (Marwaris) had to go out in various parts of India (and now the world) and work and earn there, before their own state could come up (whetever little it has).
