I think the mindset must change. There has to be a group which can hold the govt accountable. I was going through this website on Education
 http://www1.oecd.org/publications/e-book/9601071e.pdf (pg 28)
, which shows that one third of schools in India are private but funded by the govt. So all these schools are already NGOs. I wonder how many private schools -funded by govt are in Asam.
 
People even at Harvard have heard about a school run by a Gandhian couple in Lucknow - City Montessori School - now with 33,000 students and in the Guiness Book. People helped them set it up. Their daughters are now educational researchers at the world level. So moved were they by Mahatma Gandhi that they changed their surname from (some Business caste one -Gupta or Goyal) to Gandhi.
 
So govt is not taking up all the tasks - it is asking/supporting private initiatives in school education. Thus, if there are no private initiatives in Assam and the govt continues to follow its polciy of not taking initiative - then education of Assam will suffer.
 
So it is imperative the private initiative (by group of individuals or some couple) who start schools and do some info gathering as well. Many Delhi educated elite oung people, join hands with UNICEF, CARE etc to conduct the research on their behalf. Helps in capacity building.

PS: The weblink also shows that India spends only 2.5% of its GDP on edu (1998) whereas OECD (rich) countries spend about 5% (Pg 27)

Any information on the students from Assam getting every year into IITs, national Pre med. exams, Banking PO, IAS exams, National Law Univ Bangalore, IIMs each year or highest percentage in CBSE or ICSE board exams or NTSE scholars.
 
Any local NGO in school education in Assam?
