Brahmaputra dredging not pragmatic: Phukan


CHHAYGAON, April 27:
Former vice-chairman of the Brahmaputra Board, Mr SN Phukan has ruled out dredging of the Brahmaputra for mitigating the flood and erosion havoc in the State.

Talking to The Sentinel today, Phukan said that the width of the Brahmaputra ranges from 2� km to more than 14 km at places like Sadiya in Dibrugarh district, whereas dredging operations are practicable only in rivers having reasonably small width. Besides, dredging will yield results only if it is done throughout the length of the river, which is about 1,600 km, he added.

Exemplifying the case, Phukon said that China had failed to canalize the Howangho river by dredging and later constructed eleven dams on the river to check floods.

Phukan maintained that a Central task force team, in a bid to control the perennial flood problem, had recommended to the Union Government to generate hydroelectric power by constructing dams and reservoirs in various tributaries of the Brahmaputra. The Task Force team had also recommended the strengthening the existing embankments and also for constructing spurs in the critically eroded areas.

"The proposal of the Central Task Force Team has recently been submitted to the Prime Minister Office (PMO) and a final decision would emerge shortly in this regard," Phukan said.

When asked to comment on the Dihing-Dibang-Subansiri Project proposed by the Brahmaputra Board during his tenure as vice-chairman, Phukan said that Arunachal Pradesh Government had vehemently objected the proposed mega project which involved three major rivers on the ground that several villages of Arunachal Pradesh would be submerged.

He further said that the plan has been modified now and the height of the dam has been lowered, while the Dihing and Dibang rivers have been excluded from the proposed multi-purpose mega project.

"For controlling the Brahmaputra floods, a dam over Dibang, Dihing, Lohit and Subansiri rivers is exigent," he added.
