The administrative structure in India was created by the British ,called ICS ( later IAS),that was originally open to whites only.Despite independence,the administrative system in India remains completely continuos with colonial rule.While at the top layer the authority of Viceroy was replaced by the authority of the elected cabinet and the parliament,the entire structure of the government administration essentially remains colonial in its origin and attitudes.
If the PM wants change,he needs to set up grievance cell, instead of forming bunch of committies,which is nothing but a pot of hogwash.
