Checks and balances will work only when the Hobo Diok Assamese will not say Hobo Diok but will say, "Eibar kintu nohobo dei Kokaiti.". Checks and balances will work only when the Hobo Diok Assamese will stop electing stupid Assamese CMs who will say there is no foreigners in Assam, and expect to be relected by the Hobo Diok Assamese.
