I always thought that the Government of India owns all land and mineral rights.
Even the land bought for our own use is supposedly leased by the Govt. for 99 years, and then extended. I would assume its the same with mineral rights. I think, this concept of Eminent Domain has been brought to India from the British, where all property ultimately belongs to the Crown. Maybe someone can give more information on this.
