Has New Delhi been acting like a step-dame,when it comes to the legitimate demands of Assam being met? One can bet one's boots that it has,atleast to some extent.Practically,the people of Assam had to wage a massive battle in order to get their fair share, without which New Delhi would not move even an inch from its rigid stance.Take,for example,the case of the toy refinery of Guwahati.Despite massive protest by the people of Assam, the main refinery was awarded to Bihar on the pretext of " defense".Wasn't the tomfoolery on the part of New Delhi to  think of the protection of the refinery separately from the oil-fields? Mark you,Barauni is located only 140 miles away from Assam.
