In Assam I think it is more than a question of day light saving. The India Standard Time (IST) which is Chennai Time is more than 1 hour lagging Assam Standard Time or Local Time (which we may call Nowgong Time). The British naturally realized this and therefore used Local Time which is 1 hour ahead of IST in Assam Tea Gardens and ART etc . After independence, Assam abolished this smart idea (may be thinking that is a colonial exploitation) and is following IST all over like an obedient litikai. Here again, Assamese are waiting for Delhi to impose a Time Zone so that Assamese can adopt like Mai Bap.
