The AP govt. has reserved 5 % quota for Muslims in Govt. Jobs and
seats in schools & colleges. This is the first state to do so.

Question: Is India a socialist democracy or a capitalist democracy? 
We she experimented with socialism in the 70s, but in the 90s, the
focus was on building capital.

That is: Should a developing country first get developed, and then
apply social reforms, or should it first apply the social reforms and
then develop.

>From some of the material I have come across, it seems if a country
like India were to apply social reforms before getting a foothold on
solid development and growth, it will take an extremely long time for
the country to develop into a world class country.

Muslims to get reservation for the first time
 
HYDERABAD: Andhra Pradesh on Friday became the first state to announce
sweeping across-the-board reservations for Muslim by fixing a 5 per
cent quota of government jobs and seats in schools and colleges for
the minority community.

An ordinance bringing the new quota system into effect will be
promulgated immediately.

The Cabinet on Friday accepted the recommendation of AP Commission for
Backward Classes for the five per cent quota and said it would be
under a new category called E, and will be in addition to the 25 per
cent of seats reserved for A, B, C and D categories of backward
classes.

In some states Muslims get quota protection in jobs and education but
not because of their religion. Quotas are granted to Muslims who fall
under the category of backward.

Information and public relations minister Md Ali Shabbir told
reporters after the Cabinet meeting that ministers had decided to
apply creamy layer formula followed by the Centre -- in case of
Backward Class reservation -- to Muslims here.

This would be in accordance with the direction of the high court,
which wanted creamy layer among Muslims to be separated before
providing reservation.

Quotas are granted to Muslims who fall under category of backward. 

The current criterion followed by the Centre for defining creamy layer
among BCs is Rs 2.5 lakh annual income of parents.

Children of Class I and II officers in the government are also not
eligible for the benefit.

The minister said that the Cabinet had rejected the BC commission's
recommendation to bring Pinjari, Dudekula, Ladaf, Nurbasha and Mehtar
communities of Muslims who were enjoying reservation under A, B, C and
D categories under the new 5 per cent quota.

"This was done to prevent possible legal complications," Shabbir said. 

The minister, while stating that the 5 per cent quota for Muslims
would take the total percentage of reservations in the state to 51,
said that it would not pose any legal problems as the Supreme Court
had observed in the Indira Sawhney case that reservations could go
beyond 50 per cent if the government was able to show justification
for it.

Even states like Tamil Nadu had 69 per cent of total reservations. 

Asked for the government's justification, Shabbir pointed out that
SCs, STs, BCs and Muslims together constituted 77 per cent of state's
population.
