An alternate method could be to direct SYSPUNCH to a temporary data set, which is then used as input to a later Cobol compile step. John's method has the benefit of greater flexibility to, for example, include additional steps such as other pre-compilers or linkage editors.
I agree with Tom because this site might use Librarian, Panvalet, Endevor, CICS, DB2, what else, all of which work on (or work with) the source before the compiler gets it, either from SYSIN or "internally", from an alternate DDname (if ATTACH'd, LINK'd or XCTlL'd from a pre-/post-processor).
