It is true that all generated labels are statement labels, unless of
course they are assembly-time ones, in which case they are called
sequence symbols.

Still, the label on an assembler instruction is, typically but not
quite always, used for reference; and the label on a machine
instruction is, typically but not quite always, used as a branch
target.

This distinction is elementary and not particularly fecund, but it is
not illegitimate.
