The IBM z Systems Processor Optimization Primer v2 by C. K. Shum supports your assertion.  One could argue that grouping all literals/constants so they are only in the D-cache and not in I-cache is a slightly more efficient use of total cache, assuming other literals/constants in that D-cache line will also be referenced.  But it's probably a moving target; i believe I recall that I read/heard that the translation table referenced by TRT will be placed in I-cache.
