I dived into some debugging and have figured this out.
First time playing with Perl :-)
The DoFrequencyIP test only happens after "mail from" is received. I
was only connecting. I might be wrong but I'm pretty sure that it used
to work on connection.
$this->{rwlok} is 1 so I guess that means the host I'm testing from is
in the RWL. I don't quite understand that because it's IP number is
not listed in the RWL Cache. I guess I don't quite understand RWL.
Just a FYI. Of the default RWL providers,
(query.bondedsender.org|exemptions.ahbl.org|iadb.isipp.com|hul.habeas.com)
iadb.isipp.com is the only one that has a valid dns entry. I'm not
sure if it still works and is open to all.
