That did the trick; as a note the trouchelle repo
also allowed me to install the latest Mail::SPF
and enable SPF 2 checking; just a "fix"; the second
link should read

http://theoryx5.uwinnipeg.ca/ppms/package.lst

you left out an "x"; no problem btw, I figured out the
correct name :)

About the error; it seems all ok now, ASSP doesn't
log that "unable to parse message" error anymore,
so it's not a bug, just I was missing the 'Email::MIME::Modifier'
module which is now installed

I think that the suggestion of adding the two above
repos when installing ASSP on Windows using the
activeperl should be added to the "notes" so that
other people won't face my same issues
