Sorry for the delayed reply - I've been on the road.
I understand the SPFstrict blocking, but that's not exactly what I was
talking about.
SPFstrict is fine and if used in scoring mode, will make those that are
neutral, fail. However, I do NOT want to reject failing mails, only score
them since SPF isn't 100% reliable. What I would be interested in is the
ability to have an even stricter list of domains that ARE rejected for a
failure, even if SPF is in scoring mode.
ie: Score but don't reject if citibank.com fails SPF, but if paypal fails,
outright reject it.
