The past version of ASSP 1 and 2 where deleting unneeded files in spam folder. But since we have Blockreports and the option to request a resend of any blocked email, such files should be deleted a later time. So rebuildspamdb is setting the file date of such .eml files to a date in future and will delete them at later time.
