I was trying to debug this and though that it might have something to do
with local domains.

I found that when I click on the edit file for local domains in the admin
interface, nothing happens and I get an IE error.

Message: 'msg001330' is undefined
Line: 4211
Char: 1
Code: 0

I tried changing the file name, without success, but get the same result.

I changed it back and see:
Sep-17-09 16:58:58 [Main_Thread] Option list file:
'c:/assp/cfg/LocalDomains.cfg' reloaded (localDomains) with 4 records

So it looks like it's loading.  Any thoughts?
