The BlockReportFilter is system wide. I want a user to be able to send in a request to only show bayesian or have an option in the scheduled report file. I for example, only want to see bayesian blocks for the department that I oversee. other department it people want to see all blocks for their users. Maybe it would be easier to implement this having the users being able to specify additional flags to IGNORE instead of ones to specifically only allow. Think of it as a per user / per command to add to BlockReportFilter.
