If the file is changed externaly and 'ReloadOptionFiles' is set, assp will
reload the DKIM config file within this time frame.

If an external application updates the dkimconfig.txt file, will ASSP
pick up on the fact that it has been changed, and begin working from
the updated data within it? Or does ASSP need to be restarted? Or
better yet - is there a way to signal ASSP to reload the file?
