I thought that if an IP Address was whitelisted, it would not be scored.
MessageScoringWL is turned off.  BlackReWL is turned off.  BombReWL is
turned off.  It's as if ASSP is ignoring that the IP is whitelisted.

Any thoughts as to why this is happening?
