I inserted the OpenSSL and OpenSSL\bin into the path before Perl\bin. The error still occurs, however it now reports:
The ordinal 334 could not be located in the dynamic link library LIBEAY32.dll (previously it was ordinal 4540) I might mention that I do not have ASSP configured to utilize SSL.
