Colin,
the only reason I can find for this slow startup is the new feature
'asspCpuAffinity' - try to disable 'useSysCpuAffinity'.

I only have 7 workers configured to start with. Sure reducing the number
of workers would be a workaround to take a chunk out of the time but it
sounds like you are saying the whole startup process should take about 30s
and not each worker.
