both information are correct
a new file has "no valid rule"
the "old" file has three rules which all correct

New clean install of 2.4.1 (14081).
Trying to use a file for
Enable recipient replacement* (ReplaceRecpt)
If I enter in a file name that doesn't exist (yet) and hit apply, I get
this message in green:
**** Updated no valid recipient replacement rule found*
If I enter in a file name that has existing rules in it and hit apply, the
rules from that file are put into the box where I just entered the file
name and I get
**** Updated enabled 3 recipient replacement rules - 0 rules skipped*
