UDP ports at startup (this can be fixed using the command: dnscmd /Config 
/SocketPoolSize 500) - and 
  the system socket handler which was unable to terminate 'close wait' 
connections 
  setting 
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters 
DWORD32 TcpTimedWaitDelay=60 (seconds decimal - 240 is default) may help
