But this must be configured on the remote mailserver and on my smtp
service (exim). Am i right ?
Can the bypassing be done with the ip address ?

no. The filtering of tlsstart happens during the smtp protocoll.

The solution for this type of problem is normally to use a different
port like 587 for bypassing ASSP.
