Command prompt, no, but a text editor will do fine, however, ASSP does not need any web setup. It creates it's own page and listens on port 55555 by default. You get to it by http://localhost:55555 or http://(your_IP):55555 etc. If you use a text editor on Windows, don't use Microsoft's notepad.
