I could be wrong but.... Delaying works on the idea that a correctly configured SMTP server will attempt re-delivery of an email message if it gets a soft failure. ASSP is intentially returning a 451 error which requests deliverly again later. If the sending mail server is correctly configured it will reattempt deliver in X number of minutes. (Depends upon config)
If the server waits and redelivers, the triplet (email address, domain, IP) gets whitelisted. The assumption is that the Spammer probably won't try again. I have my server set to 1 minute as even 5 was causing valid servers to get flagged as spamming.
