Seems quite self-explanatory to me.
If someone attempts to send email to your server FROM one of your local 
domains the message is blocked as spam since the message is obviously 
not from you.

Example:
My local domain is "Kevinswonderfuldomain.com".

If someone sends email to my server with a from address of 
"Kevinswonderfuldomain.com" I block it since I know that server does not 
send messages from that domain, only I do.
