There are default values for all of the options, so even without a config
file, ASSP will run with the defaults. When the config file is saved, ASSP
saves whatever the current active configuration is (or from the GUI, what
you're changing it to), so at this time, all new config options are added to
the ASSP.cfg file.

The config file is also automatically saved periodically as ASSP is running,
so even if you started with a config file with a single line and never
connected to the GUI, fairly soon you would see a fully populated config
file.
