I may have run into a variation of the same (also running 1.3.1 on Centos) problem here. If you have ValidateURIBL on (Enable URI Blocklist Validation), you might try turning it off and see if the problem goes away.
assp has not gone down here since I made the change (your mileage may vary... :o). I have wondered if back reving to Net::DNS 0.57 might fix the problem (running 0.59), but my case the URI check does not seem to make much difference, so I have not done so.
